The eagle appears to be restless as it is pecking at the nest, wiggling about trying to re-position itself, and looking around. It seems to be windy because the trees and the camera is moving around quite a bit. Maybe that could contribute to the restlessness of the eagle? Someone in the comments noted that it was seventy degrees where the eagle was so I presume that that has something to do with the fidgetyness of the eagle as well.
